A Referendum Without a Majority: Armenia’s New Political Dilemma
The ruling Civil Contract faction does not control two-thirds of the seats and therefore lacks a constitutional majority. This creates a new and challenging legal and political situation for Prime Minister Nikol Pashinyan’s team, particularly with regard to constitutional amendments and the possibility of holding a referendum on EU–EAEU membership.
