Armenian PM Details Border Delimitation Stalemate in Parliament Address
During the government hour in Armenia's parliament on March 20, Armenian Prime Minister Nikol Pashinyan provided detailed insights into the ongoing border delimitation process between Armenia and Azerbaijan.
He highlighted that while there is an agreement to recognize each other's territorial integrity based on the Alma-Ata Declaration of 1991, there is currently no consensus on the maps to be utilized in the delimitation process.
Pashinyan emphasized that the objective of the delimitation process is to reaffirm the Soviet Union's most recent de jure borders on the ground. This implies that the process aims to demarcate the existing boundaries between Armenia and Azerbaijan rather than create entirely new borders. The Alma-Ata Declaration serves as the political foundation for this delimitation endeavor.
However, the Prime Minister clarified that the process cannot move forward effectively until an agreement is reached on the specific maps to be used. Border delineation requires precise maps, which both parties must agree upon before proceeding.
