Azerbaijan Updates Nakhchivan Constitution, Emphasizes Integral Status
On March 10, Ilham Aliyev, the President of Azerbaijan, approved amendments to the Constitution of the Nakhchivan Autonomous Republic that introduce new provisions regarding the powers of the Supreme Assembly and the Cabinet of Ministers of the autonomous republic. In this regard, Aliyev signed the Constitutional Law "On Approval of Amendments to the Constitution of the Nakhchivan Autonomous Republic".
The adopted document foresees the addition of two new articles—3-1 and 28-1—to the constitution, the removal of Article 5, and amendments to several other provisions as well as to the preamble.
Under the previous version of the constitution, the preamble stated that the foundations of Nakhchivan’s autonomy were based on international agreements, specifically the Moscow Treaty of March 16, 1921, and the Kars Treaty of October 13, 1921. The updated version instead emphasizes that the Nakhchivan Autonomous Republic is an integral part of the Republic of Azerbaijan.
As a result of these amendments, references to the Moscow and Kars treaties have been removed from the Constitution of the Nakhchivan Autonomous Republic.
