Azerbaijani Ombudsman Visits Vagif Khachatryan
On August 3, Sabina Aliyeva, the Commissioner for Human Rights (Ombudsman) of Azerbaijan, and the Ombudsman's National Preventive Group for the Prevention of Torture members made unannounced visits to prisons.
Vagif Khachatryan, who was detained at the Lachin border crossing point of the Azerbaijan-Armenia state border, was received individually by the employees of the State Border Service of Azerbaijan.
"The appeal of Khachatryan, which was received during the visit attended by the Ombudsman and the members of his National Preventive Group for the Prevention of Torture, as well as medical and psychological experts, was heard. He expressed his satisfaction with the humane treatment and quality medical care provided to him from the moment of the initial arrest and noted that there had been positive changes in his health. Khachatryan expressed his gratitude to the state of Azerbaijan for all this, at the same time, for his treatment, the conditions of his detention, and the opportunity to contact his family," the report added.
As previously reported by Caucasus Watch, a 68-year-old citizen of Karabakh was detained by Azerbaijan while being transferred to a hospital in Armenia for treatment with the assistance of the International Committee of the Red Cross (ICRC).
