On October 7, Georgian Prime Minister Irakli Kobakhidze presented the ruling Georgian Dream party’s electoral program, outlining major investments and goals for the coming years.

Kobakhidze announced a EUR 995 million investment in agriculture over the next four years. In energy, he set a target for Georgia to achieve full self-sufficiency by 2030, with plans to generate over 8,000 megawatts of electricity by 2028 and 10,000 megawatts by 2030.

In education, he emphasized expanding Kutaisi International University and promised a new Tbilisi State University campus between Tbilisi and Rustavi. He also committed EUR 9.9 million to support artists and EUR 663 million for sports infrastructure, including a 70,000-seat stadium designed for Champions League games.

On defense, Georgian Dream pledged to develop the military industry, improve social support for military personnel and police, and invest in infrastructure and housing, including building an "army city" to house over 1,000 soldiers and providing apartments for more than 1,000 police officers.

In foreign policy, Kobakhidze emphasized resetting relations with the US and the EU, aiming to have Georgia fully prepared for EU membership by 2030. He stated that the party intends to meet 90% of the Association Agreement and DCFTA obligations by 2028. The program also includes strengthening ties with NATO, building a strategic partnership with China, and maintaining a "pragmatic policy" toward Russia, focusing on peaceful conflict resolution.
