
Global Powers Welcome Armenia-Azerbaijan Peace Treaty Finalization

The conclusion of peace treaty negotiations between Armenia and Azerbaijan has been widely welcomed by NATO, USA, the European Union, Russia, the Council of Europe, and several other international actors, with all parties emphasizing the significance of the agreement for regional stability.
NATO welcomed the conclusion of peace treaty negotiations between Armenia and Azerbaijan, calling it a major step toward regional stability.
“We welcome the completion of negotiations on the peace agreement between Armenia and Azerbaijan and look forward to the treaty being signed and ratified. This is a significant step forward in the normalization process and a boon to regional security,” NATO spokesperson Allison Hart stated on X.
The US State Secratary Marco Rubio stated that “the United States commends Armenia and Azerbaijan for concluding negotiations on a historic peace treaty. This is an opportunity for both countries to turn the page on a decades old conflict in line with President Trump’s vision for a more peaceful world. Now is the time to commit to peace, sign and ratify the treaty, and usher in a new era of prosperity for the people of the South Caucasus.”
The European Union commended Armenia and Azerbaijan's announcements regarding finalizing their negotiations on a draft Agreement on Peace and the Establishment of Interstate Relations.
“We commend both sides for their persistent work over the past few years in this direction, both on the bilateral track and with the involvement of the international community. The EU welcomes Armenia paving the way for the finalization of the text,” the statement reads.
Calling the development a “decisive step towards lasting peace and security in the region,” the EU urged both sides to maintain momentum and approach the final stages of the process with compromise and a forward-looking perspective.
The EU reiterated its full support for the Armenia-Azerbaijan normalization process and expressed readiness to provide additional assistance and expertise if requested.
The Collective Security Treaty Organization (CSTO) emphasized that the treaty’s implementation would contribute to lasting peace and stability in the South Caucasus. “We expect that its implementation will pave the way for peace and stability in the South Caucasus, one of the most important areas of responsibility of the CSTO.”
The Russian Foreign Ministry also welcomed the conclusion of negotiations between Armenia and Azerbaijan on a draft peace treaty, calling it an important step toward normalization.
“We support this important step toward the comprehensive normalization of Armenian-Azerbaijani relations, as envisaged in the 2020–2022 trilateral agreements between the leaders of Russia, Azerbaijan, and Armenia,” Russian Foreign Ministry spokesperson Maria Zakharova stated.
Zakharova reaffirmed Moscow’s readiness to facilitate dialogue between the two sides, offering to host discussions on Russian territory to support the finalization of the peace agreement and broader settlement issues.
“We reaffirm our offer to host discussions between Azerbaijani and Armenian representatives on a Russian platform within the framework of signing a peace agreement and addressing the full range of Armenian-Azerbaijani settlement issues,” she said.
The spokesperson also emphasized Russia’s commitment to contributing to the peace process, including efforts to unblock regional transport communications.
Secretary General of the Council of Europe, Alain Berset, In a statement published by the Council of Europe press service, highlighted that both countries committed to peaceful cooperation when they joined the Council of Europe in 2001.
“This draft Agreement is evidence of the will in both member states to fulfill this potential and build a stable and lasting peace in the region,” Berset stated.
He emphasized the importance of maintaining momentum to ensure the smooth completion of the process, stressing that it must be conducted in a spirit of good neighborly relations, with full respect for sovereignty and territorial integrity.
“The Council of Europe fully supports the normalization of relations between Armenia and Azerbaijan and shall continue to provide its support and assistance to both member states, particularly in ensuring full respect for human rights, democracy, and the rule of law,” Berset affirmed.
