On April 7, Georgian Prime Minister Irakli Kobakhidze claimed that the U.S. "deep state" had directed EU structures to prolong the war in Ukraine, undermining peace efforts led by the Donald Trump administration.

Kobakhidze argued that the primary reason for the ongoing Ukrainian conflict is the influence of the U.S. deep state, which he said once operated through American institutions but now relies exclusively on European ones. "The deep state instructed European structures to continue the war in Ukraine," he asserted.

He further pointed to a similar shift in the funding of international organizations, alleging that American foundations have ceased supporting "anti-state organizations," a role he claims has been taken over by the European Union.

Kobakhidze emphasized that Georgia had avoided a similar fate by resisting such external influence, in contrast to Ukraine, which he described as "cooperating with the European bureaucracy." However, he remarked that this offers "little consolation" to the Ukrainian people.
