
Kadyrov Orders Intensified Measures Against Extremism After Achkhoi-Martan Attack

On April 9, Ramzan Kadyrov, the head of Chechnya, ordered intensified preventive measures against extremism and terrorism following an attack on a police post in Achkhoi-Martan, emphasizing both operational and strategic responses and assigning collective responsibility to the relatives of the perpetrators.
Following a meeting with the heads of security agencies, Kadyrov instructed law enforcement to enhance control and monitor online content that could foster radicalization, stating that it was crucial to prevent threats by promoting societal resilience to extremist ideology. He called on educators, public organizations, and clergy to become more engaged in preventive efforts targeting youth.
Kadyrov stressed that relatives of attackers, especially parents and close family members, bear particular responsibility if they knew of the perpetrators’ intentions but failed to act or encouraged violence. "We will not allow anyone, whether external enemies or internal provocateurs, to use our children as tools against our own people," he stated, promising accountability for all involved in the attack.
The Chechen leader also ordered the expulsion from the republic of the male relatives—fathers and brothers—of the attacker and the alleged organizers, who are reportedly located outside Russia. He further instructed the confiscation of their property. "The Interior Ministry and Rosgvardia, together with the FSB, need to expel the fathers and brothers… Their property must be seized," Kadyrov said, adding that other relatives may also be expelled if they continue to cooperate with Ukraine, which he accused of financing the attackers.
On the night of April 10, the body of 17-year-old Eskerkhan Khumashev, who had allegedly attacked traffic police officers in Achkhoi-Martan, was found publicly displayed in the town's main square. A video of the body lying on the street was reportedly circulated via messaging platforms by local residents.
