Moscow Court Sentences Former Dagestani Cabinet Head to 13 Years for Large-Scale Bribery

On April 2, the Izmaylovsky District Court of Moscow sentenced Abdusamad Gamidov, the former Chairman of the Government of Dagestan, and Shamil Kadiev, the former Head of the DPRD "Directorate of the State Customer-Builder Directorate," in a criminal case involving bribery and embezzlement.

Gamidov was convicted of large-scale bribery under point "c" of part 5, article 290 of the Russian Criminal Code, while Kadiev was found guilty of embezzlement under part 4, article 160, as reported by the General Prosecutor's Office of Russia. In August 2014, Gamidov accepted a bribe from Kadiev in the form of a Sony TV set and related equipment valued at more than 248,000 rubles (€2,695) in exchange for general patronage and official leniency.

Kadiev, acting as part of an organized group in 2014, embezzled over 31.83 million rubles (€346,000) from the Directorate of the Unified State Customer-Developer by misusing federal subsidies intended for a kindergarten complex to purchase the former Shurinka restaurant building. Between 2013 and 2024, he misappropriated over 41.41 million rubles (€450,000) by transferring funds to Grad-Stroy LLC for the reconstruction of a special institution building in Makhachkala, despite the lack of republican budget funding. Additionally, between 2013 and 2015, Kadiev embezzled more than 80.8 million rubles (€880,000) by making payments under forged documents for infrastructure construction at the "Eagle's Nest" tourist base in the Gunibsky district.

The court sentenced Gamidov to 13 years in prison and imposed a fine of 12.45 million rubles (€135,000). Kadiev received a 15-year prison sentence along with a fine of 16 million rubles (€174,000).
