On April 17, Pavel Shevtsov, Deputy Head of Rossotrudnichestvo, expressed hope that the issue of the Russian House in Baku would be resolved during a personal meeting between the Presidents of Russia and Azerbaijan.

Shevtsov stated, "We hope this issue will soon be resolved at a personal meeting between the presidents of the Russian Federation and Azerbaijan." He emphasized that the Russian Foreign Ministry and Rossotrudnichestvo are working daily to clarify Azerbaijan’s position and the overall situation.

Shevtsov added that both sides recognize the importance of humanitarian cooperation, noting, "Many people value the interaction on the humanitarian track."

Notably, the closure of the Russian House in Baku in early 2025 marked a significant downturn in Azerbaijan–Russia relations. This diplomatic strain was further exacerbated by a tragic incident on December 25, 2024, when an Azerbaijani passenger plane was shot down near Aktau, Kazakhstan, resulting in 38 fatalities. Azerbaijan accused Russia of responsibility, leading to heightened tensions and the closure of the Russian House. In response, Russia expressed regret over the closure, stressing the importance of resolving the issue through dialogue.
